Transport Manager CPC in Glasgow: Qualification, Exams and Operator Licence Duties
What the Certificate of Professional Competence actually is, why an operator licence cannot be granted without a qualified holder, and how the £1,100 Glasgow classroom course and examinations are structured.
Transport Manager CPC is the Level 3 qualification a named person must hold before the Traffic Commissioner will grant a standard national or international operator licence. There are two separate routes, road haulage and passenger transport, each with its own syllabus and examinations. Our Glasgow course is £1,100 including classroom training and the test.
Why an operator licence needs a CPC holder
A standard operator licence, whether national or international, requires professional competence. In practice that means a named individual on the licence holds a Transport Manager CPC and exercises continuous and effective management of the transport operation. Without that person the Office of the Traffic Commissioner will not grant the licence, and if the named holder leaves, the operator has a limited period to replace them before the licence is at risk.

Haulage or passenger, and how to choose
The two qualifications are not interchangeable. Road haulage covers goods vehicle operations, drivers hours for lorries, load security and goods vehicle maintenance. Passenger transport covers PSV operations, registered local bus services, passenger safety and accessibility duties. Choose the one that matches the licence you or your employer holds, and read the two pages below before booking if you are unsure.

It is one of our two priority courses alongside ADR, so classroom dates are held regularly rather than only when a group fills.

No. There is no requirement to hold a lorry or bus licence. Many candidates come from warehousing, compliance or office roles rather than driving.
It is possible but the Traffic Commissioner will look closely at whether continuous and effective management is realistic given the number of vehicles and operating centres involved.
The Level 3 CPC does not expire. Operators are expected to keep knowledge current, and refresher training is common after regulatory changes.

I recently trained for a Class 1 licence with Pass4me and managed to pass first time due to the great training I received. Best experience for driver training I've come across! 1st time pass on my class 1 with ease. Tom top lad easy to get on with and plenty experience and Davey is brand new helped out a lot through the process.
